Xavier Ghelber, Member of the Paris Bar, Xavier Ghelber is a former Senior Official of International Maritime Organization (IMO).

After seven years of practice as a lawyer in Paris with Jeantet & Associés Law Firm, he created and became the managing director of a foreign branch of Jeantet & Associés Law Firm abroad. He has an extensive experience and special expertise in local administration, transportation, environment, privatization, corporate restructuring, and more generally development and business law.
Besides his practice as a lawyer in France, he has worked mainly as a legal expert and project manager on behalf of the World Bank, but also of governmental bodies, including the European Union.

Xavier Ghelber has a B.A. in Romanian language and civilization (Paris-Sorbonne University).

Alain Gourdon, Member of the Paris Bar, Alain Gourdon is a former judge as head counsellor at the “Cour des Comptes” (State Audit Office).

He served in the following: Counsellor at the Moroccan Supreme Court (1961-1963), General Inspector for the United Nations (GlU). He has been in charge of auditing and controlling French Public Enterprises prior to their privatization, in the energy sector (Electricité de France, Charbonnage de France, Potasses d’Alsace, Bureau de recherches géologiques et minières et ministères) and in the transport sector (ports and airports belonging to chambers of commerce), as well as the main National Public Insurance Companies.

Alain Gourdon has also led a number of missions in various countries regarding public finances, local development, and decentralization.

Michel Prouzet, Member of the Paris Bar, Michel Prouzet has a specific expertise in public and environmental law (public procurements, public contracts, public finances, sustainable development, and urban development, including criminal aspects) and transportation law. He advises international bodies (World Bank, European Union, United Nations Organization) and foreign governments, especially in South and South-East Asia and Africa. He has a Ph. D in Public Law, a Ph. D in Planning and Regional development, and is also graduated from John Hopkins University (Bologna, Italy) and from the University of Sarrebruck (Germany).

He is in charge of the firm’s activities in Hong-Kong (China).

Christophe Courage, Member of the Paris Bar, Christophe Courage has a specific expertise in public law, health law and company law, in the following sectors: public contracts, including PPP, public procurement, corporate law, labor law, contracts and commercial law.

He also advises companies and professionals in the health sector. Former associate lawyer at Courtois Lebel Law Firm, he graduated from the Paris Political Institute (business section) and has a Master’s Degree in Public Law.
